People's right to choose; 10% of district-level expenditure will be allocated to schemes people want

In all districts, people will decide to which schemes the 10% of funds allocated for development schemes should be earmarked. At the time of the budget, these will be carried out as schemes separately classified as a 'Participatory Budget'. In every district a 10-member committee will be formed comprising women, youth, Scheduled Caste and Scheduled Tribe people, and sector experts. Their work will be to monitor and evaluate district expenditure and to take people's demands to the government.
