To ensure this, a caste-wise census (caste survey) will be carried out.

ஒன்றிய அரசுக்கு தமிழ்நாடு செலுத்தும் வரியில் இருந்து தமிழ்நாட்டிற்கு சேர வேண்டிய நியாயமான முழுமையான நிதிப் பங்கினைக் கோருவதற்கு சட்டமன்றத் தீர்மானம் இயற்றப்படும். உச்சநீதிமன்றம் வரை சட்டரீதியாக நிதிப் பங்கீட்டைப் போராடிப் பெறுவதற்காகச் சிறப்புச் சட்டக் குழு அமைக்கப்படும்.A legislative resolution will be passed demanding Tamil Nadu's fair and full share from the taxes it pays to the Union. A special legal committee will be formed to fight for fiscal devolution up to the Supreme Court.

தமிழகத்திற்கான நிதியை ஒன்றிய அரசிடம் இருந்து பெறுவதில் த.வெ.க அரசு உறுதியாக நிற்கும். மொத்த ஜி.எஸ்.டி வரி வருவாயில் 70 சதவிகிதம் மாநிலங்களுக்கே வழங்கப்பட வேண்டும் என வலியுறுத்தப்படும்.A TVK government will stand firm in securing Tamil Nadu's funds from the Union. It will insist that 70% of total GST revenue be allocated to the states.

கல்வி (மருத்துவக் கல்வி உட்பட) ஒன்றிய அரசின் பொதுப்பட்டியலில் இருப்பதால்தான், புதிய கல்விக் கொள்கைத் திணிப்பு, நீட் தேர்வு சர்ச்சை போன்ற கல்வித் தடைகள் ஏற்படுகின்றன. எனவே, கல்வியை மீண்டும் மாநிலப் பட்டியலுக்கு மாற்ற உரிய நடவடிக்கைகள் மேற்கொள்ளப்படும்.Because education (including medical education) sits on the Union's Concurrent List, impositions like the new education policy and the NEET controversy arise. TVK will pass an assembly resolution opposing the Union's new education policy.

த.வெ.க சார்பில் நீட் தேர்வை ரத்து செய்ய தொடர்ந்து ஒன்றிய அரசிற்கு அழுத்தம் கொடுக்கப்படும்.TVK will keep pressing the Union government to abolish the NEET examination.

உயர் நீதிமன்றங்களில் அந்தந்த மாநில மொழிகளே நீதிமன்ற மொழியாகப் பயன்படுத்துவதற்கு வலியுறுத்தப்படும்.It will be urged that the respective state languages be used as the language of the High Courts.

உச்ச நீதிமன்றத்தின் கிளை சென்னையில் அமைய த.வெ.க சார்பில் ஒன்றிய அரசிடம் தொடர்ந்து வலியுறுத்தப்படும்.TVK will continually urge the Union government to set up a Supreme Court bench in Chennai.

2018-ஆம் ஆண்டு உச்சநீதிமன்றத் தீர்ப்பின்படி காவிரி நீரில் தமிழ்நாட்டிற்கு உரிய பங்கை த.வெ.க பெற்றுத்தரும். காவிரி மேலாண்மை ஆணையத்தில் தமிழகத்தின் உரிமைகளை மேலும் வலுப்படுத்தும் நடவடிக்கைகள் மேற்கொள்ளப்படும். காவிரியில் தமிழகத்திற்கு உரிய பங்கில் ஒரு சொட்டு நீரைக்கூட விட்டுத்தரமாட்டோம்.Per the 2018 Supreme Court verdict, TVK will secure Tamil Nadu's rightful share of Cauvery water. Steps will be taken to further strengthen Tamil Nadu's rights in the Cauvery Water Management Authority. We will not concede even a drop of Tamil Nadu's rightful share.

இந்திய – இலங்கை அரசுகளுக்குள் செய்யப்பட்ட கச்சத்தீவு ஒப்பந்தத்தின்படி, மன்னார் வளைகுடாவில் இந்திய – தமிழ மீனவர்களின் பாரம்பரிய மீன்பிடி உரிமையை மீட்கவும், தக்க வைக்கவும் ஒன்றிய அரசுக்கு த.வெ.க சார்பில் அழுத்தம் தரப்படும். இலங்கை கடற்படையால் தமிழக மீனவர்கள் கைது செய்யப்படுவதை முற்றிலுமாகத் தடுக்க ஒன்றிய அரசிடம் உரிய அழுத்தத்துடன் வலியுறுத்தப்படும்.Per the India–Sri Lanka Katchatheevu accord, TVK will press the Union to restore and protect the traditional fishing rights of Indian–Tamil fishers in the Gulf of Mannar. It will firmly urge the Union to fully stop the arrest of Tamil Nadu fishers by the Sri Lankan navy.

It will press the Union to act to protect the rights, cultural identity and property of Tamils living in Sri Lanka.

Traditional Tamil arts including silambam, kummi, kolattam and Thanjavur painting will be revived.

கீழடி, ஆதிச்சநல்லூர், கொடுமணல், மயிலாடும்பாறை, சிவகளை, அழகன்குளம், அரிக்கமேடு, சாலுவன்குப்பம், காவேரிப்பட்டினம், பூம்புகார் ஆகிய 10 தளங்களில் தொல்லியல்துறை தொடர்ந்து அகழ்வாராய்ச்சிகளை மேற்கொள்ள த.வெ.க துணைநிற்கும். கீழடி, ஆதிச்சநல்லூர் ஆகிய இரு தளங்களுக்கும் யுனெஸ்கோவின் உலக பாரம்பரியச் சின்னம் என்ற அங்கீகாரம் பெற முயற்சிகள் மேற்கொள்ளப்படும்.TVK will support continued excavations by the archaeology department at 10 sites — Keezhadi, Adichanallur, Kodumanal, Mayiladumparai, Sivakalai, Azhaganku­lam, Arikamedu, Saluvankuppam, Kaveripoompattinam and Poompuhar. Efforts will be made to win UNESCO World Heritage status for Keezhadi and Adichanallur, and government-funded 'school student tours' to these sites will be arranged.

Emerging young folk artists will receive a ₹25,000 annual stipend.

கோவை (குரவாட்டம், கும்மி, ஒயிலாட்டம்), தஞ்சாவூர் (பரதநாட்டியம், தெருக்கூத்து, பறை), திருநெல்வேலி (சிலம்பம், கம்பாட்டம்) ஆகிய இடங்களில் நாட்டுப்புறக்கலை ஆராய்ச்சி மற்றும் பயிற்சி நிலையங்கள் அமைக்கப்பட்டு ஆர்வமுள்ள மாணவர்களுக்கு கட்டணமில்லாப் பயிற்சி அளிக்கப்படும்.Folk-art research and training centres will be set up in Coimbatore (kuravattam, kummi, oyilattam), Thanjavur (bharatanatyam, therukoothu, parai) and Tirunelveli (silambam, kambattam), offering free training to interested students.

தமிழ்நாட்டின் பாரம்பரிய விளையாட்டுக்களை மீட்டெடுக்கவும், ஊக்கப்படுத்தி வளர்க்கவும் கிராமப்புற ஒலிம்பிக் தொடர் நடத்தப்படும். ஜல்லிக்கட்டுப் போட்டிகள் நடத்த அரசு சார்பில் 5 லட்சம் ரூபாய் நிதியுதவி வழங்கப்படும். ஜல்லிக்கட்டில் உயிரிழந்த மாடுபிடி வீரரின் குடும்பத்திற்கு 10 லட்சம் ரூபாய் வழங்கப்படும். சர்வதேச அளவில் சிலம்பப் போட்டிகள் நடத்த ஆண்டுக்கு 5 கோடி ரூபாய் நிதியுதவி அளிக்கப்படும்.A rural olympics series will be held to revive and promote Tamil Nadu's traditional sports. ₹5 lakh state funding will be given to conduct jallikattu events; ₹10 lakh to the family of a tamer who dies in jallikattu and ₹2 lakh to an injured competitor. ₹5 crore a year will fund international-level silambam competitions, with a thousand silambam training centres across the state.

Students who fully master 300 kurals will receive cash prizes and scholarships; those who master all 1,330 will get global cultural exposure and long-term educational support. The Thirukkural will be introduced as a special subject in schools and commerce colleges.

Speech and essay competitions will be held for students to commemorate the martyrs.

Designing and using this technology in Tamil has become a need of the hour. A dedicated Tamil AI model will therefore be built in partnership with leading universities. This service will be provided free of charge to all citizens of the country, and to foreigners on a commercial-licence basis.

Folk art performances will be held every evening at 10 major tourist sites. Rural tourism centres offering a rural living experience will be created. Night markets selling craft items made by local artisans will be set up near all cultural tourism sites. Tamil cultural festivals will be held during tourist seasons including the summer holidays.

The respective local fishers will act as guides for tourists in that area and as boatmen taking them to sea. Through this, the loss of income they suffer during the fishing ban period will be prevented. Rameswaram - Dhanushkodi will be declared Tamil Nadu's first maritime tourism district. Efforts will be made to start boat transport between Rameswaram and Talaimannar in Sri Lanka.

Facilities for kayaking on the Moyar River will be provided.

Packeted ration goods: To prevent underweighting, low quality, adulteration, and smuggling of ration goods, and so that quality goods reach the public at fair weight, all ration goods other than rice will be distributed in packets. End to adulteration: Strict quality testing will be done at every stage of the public distribution system. Through this, it will be ensured that unadulterated, quality goods are distributed to the people. Increase in ration shops: One ration shop will be set up for every 500 ration cards. Through this, crowding will be avoided and service quality ensured. Through this, everyone can obtain ration goods easily. Appointment of weighers: A sufficient number of weighers will be appointed at every rural ration shop. Women employees will be appointed for women, and men employees for men.

தனிநபர்கள் வைத்திருக்கும் தறி ஷெட்களுக்கு சோலார் பேனல் அமைக்க 100 சதவிகித மானியம் வழங்கப்படும்.A 100% subsidy will be given to install solar panels on individually owned loom sheds.

தி.மு.க அரசு கொண்டுவந்துள்ள தமிழ்நாடு உறுதியளிக்கப்பட்ட ஓய்வூதியத் திட்டம் ஒழிக்கப்பட்டு, அரசு ஊழியர்களின் கோரிக்கைக்கேற்ப முழுமையான பழைய ஓய்வூதியத் திட்டம் கனிவுடன் பரிசீலிக்கப்பட்டு மதிப்பீடு செய்யப்படும்.The DMK government's Tamil Nadu Guaranteed Pension Scheme will be scrapped, and the full old pension scheme will be sympathetically considered and assessed in line with government employees' demands.

Retired journalist families with an annual income of less than ₹5 lakh will be given a pension of ₹15,000 per month. Action will also be taken to convert local journalists working at the taluk level into accredited journalists.

The maximum monthly charge in them will be only Rs 2,500.

டிஜிட்டல் தளங்களில் தமிழ் மண்ணின் வரலாறு, கலை, பண்பாடு, மொழி, உணவு, இசை உள்ளிட்டவற்றின் பெருமைகளை உலகளவில் கொண்டு செல்லும் படைப்பாளிகளை ஊக்கப்படுத்தும் விதமாக கீழ்கண்ட திட்டங்கள் செயல்படுத்தப்படும். ஒன்றரை லட்சம் படைப்பாளிகள் தேர்ந்தெடுக்கப்பட்ட அவர்களின் மண் சார்ந்த படைப்புகளின் தயாரிப்புச் செலவுகளுக்கு நிதியுதவி செய்யப்படும். தமிழகம் முழுக்க 500 படைப்புத் திறன் பயிற்சி மையங்கள் அமைக்கப்படும். இந்த மையங்களில் வீடியோ புரோடக்ஷன், டிஜிட்டல் மார்க்கெட்டிங், கன்டென்ட் ஸ்ட்ராடஜி உள்ளிட்டவற்றுக்குப் பயிற்சிகள் வழங்கப்படும்.The following schemes will be implemented to encourage creators who carry the glories of the Tamil land's history, art, culture, language, food, music and more to the world on digital platforms. One and a half lakh creators will be selected and given financial support for the production costs of their land-rooted creations. 500 creative-skills training centres will be set up across Tamil Nadu. These centres will offer training in video production, digital marketing, content strategy and more.

தமிழ்நாடு அரசு கொள்கை மற்றும் நிர்வாக முடிவுகளில் இளைஞர்களின் பங்களிப்பை உறுதி செய்யும் வகையில், தமிழ்நாடு இளைஞர் ஆலோசனைக் குழு உருவாக்கப்படும். இந்தக் குழு நேரடியாக முதலமைச்சருக்கும் மற்ற முக்கிய அரசு உயரதிகாரிகளுக்கும் தங்கள் கருத்து மற்றும் ஆலோசனைகளைத் தெரியப்படுத்தும். இந்த குழு, அரசு நிர்வாகத்திற்கும் இளைஞர்களின் சிந்தனைக்குமான இணைப்புப் பாலமாகத் திகழும்.To ensure youth participation in Tamil Nadu government policy and administrative decisions, a Tamil Nadu Youth Advisory Council will be formed. This council will convey its views and advice directly to the Chief Minister and other senior government officials. This council will serve as a connecting bridge between government administration and youth thinking.

பொள்ளாச்சி, கரூர், கோவில்பட்டி, கிருஷ்ணகிரி, திருவண்ணாமலை, வேலூர், ஈரோடு, திண்டுக்கல், நாமக்கல், சிவகாசி உள்ளிட்ட 25 நகரங்களில் மைக்ரோ டெக் பார்க்குகள் அமைக்கப்படும். ஒவ்வொரு மைக்ரோ டெக் பார்க்கும் அதிவேக இணைய வசதி, நவீன ஆலோசனை அரங்கு, கோ-வொர்க்கிங் ஸ்பேஸ் உள்ளிட்ட கட்டமைப்பு வசதிகளுடன் அமைக்கப்படும். அந்தந்த நகரத்தைச் சார்ந்த இளைஞர்கள் சொந்த ஊரில் இருந்தபடியே(Work from Hometown) உலகளவில் பணியாற்றும் வாய்ப்பை இந்த மைக்ரோ டெக் பார்க்குகள் உருவாக்கும்.Micro Tech Parks will be set up in 25 cities including Pollachi, Karur, Kovilpatti, Krishnagiri, Tiruvannamalai, Vellore, Erode, Dindigul, Namakkal and Sivakasi. Each Micro Tech Park will be built with infrastructure including high-speed internet, a modern consultation hall and co-working space. These Micro Tech Parks will create the opportunity for youth from each city to work globally while remaining in their hometown (Work from Hometown).

தமிழக விளையாட்டு வீரர்களை ஒலிம்பிக் பதக்க வீரர்களாக மாற்றும் அளவுக்கு, திறன் மிகுந்த விளையாட்டுப் பயிற்சிகள் வழங்கவும், விளையாட்டு வீரர்களுக்கான மருத்துவம், விளையாட்டுகளுக்கான தொழில்நுட்பம் மற்றும் சிறந்த நிர்வாகக் கட்டமைப்புகளுடன் கூடிய தமிழ்நாடு விளையாட்டுப் பல்கலைக் கழகம் அமைக்கப்படும். வளர்ந்த நாடுகளில் விளையாட்டு வீரர்களுக்கு அளிக்கப்படும் பயிற்சிகளுக்கு இணையான பயிற்சிகளை வழங்கும் அளவுக்கு விளையாட்டு திறன் மையங்கள் (Sports Excellence Centres) அமைக்கப்படும்.A Tamil Nadu Sports University will be set up with skilled sports coaching, sports medicine, sports technology and excellent administrative infrastructure, capable of turning Tamil Nadu's athletes into Olympic medallists. Sports Excellence Centres will be established to provide coaching on par with that given to athletes in developed countries.

இந்தியாவின் விளையாட்டுத் தலைநகராக தமிழ்நாட்டை மாற்றுவதற்காக தமிழ்நாடு ஒலிம்பிக் திறன் மேம்பாட்டு திட்டம் அறிமுகப்படுத்தப்படும். இதன்மூலம், தமிழகம் முழுவதும் உள்ள திறன் வாய்ந்த வீரர்கள் அடையாளம் காணப்பட்டு அவர்கள் ஒலிம்பிக் போட்டியில் வெற்றி பெறும் அளவுக்குச் சர்வதேச தரத்திலான பயிற்சிகள் வழங்கப்படும். தமிழகத்தில் இருந்து ஒலிம்பிக் போட்டிகளில் பங்கேற்கத் தகுதி பெறும் தனிநபர் விளையாட்டு வீரர்களுக்கு 25 லட்சம் ரூபாயும், குழு விளையாட்டு வீரர்களுக்கு 10 லட்சம் ரூபாயும் உதவித் தொகையாக வழங்கப்படும். அவர்களில், ஒலிம்பிக் போட்டிகளில் தங்கப் பதக்கம் வெல்லும் தமிழக வீரர்களுக்கு 6 கோடி ரூபாய், வெள்ளிப் பதக்கம் வெல்பவர்களுக்கு 4 கோடி ரூபாய், வெண்கல பதக்கம் வெல்பவர்களுக்கு 3 கோடி ரூபாய் ரொக்கப்பரிசாக வழங்கப்படும். அதுபோல், தேசிய-சர்வதேச விளையாட்டுப் போட்டிகளில் சாதிக்கும் 500 வீரர்களுக்கு நிதியுதவி வழங்கப்படும்.To make Tamil Nadu India's sports capital, a Tamil Nadu Olympic Skill Development scheme will be introduced. Through this, talented athletes across Tamil Nadu will be identified and given international-standard coaching to the level of winning Olympic events. Individual athletes from Tamil Nadu who qualify to participate in the Olympics will be given Rs 25 lakh in assistance, and team-sport athletes Rs 10 lakh. Of them, Tamil Nadu athletes who win an Olympic gold medal will be given Rs 6 crore, silver medal winners Rs 4 crore, and bronze medal winners Rs 3 crore as cash prizes. Similarly, financial assistance will be given to 500 athletes who excel in national and international sports competitions.

தமிழகத்தின் 10 மண்டலத் தலைநகரங்களில், உலகத் தரத்திலான பல்நோக்கு விளையாட்டு அரங்கம் (Multi-Sport Stadium), ஸ்போர்ட்ஸ் காம்ப்ளக்ஸ்கள், ஜிம்கானா, விளையாட்டு அகாடமிக்கள், பயிற்சி மையங்கள் அமைக்கப்படும்.In Tamil Nadu's 10 zonal headquarters, world-class multi-sport stadiums, sports complexes, gymkhanas, sports academies and training centres will be set up.

விளையாட்டில் ஆர்வமும், திறமையும் உள்ள 500 விளையாட்டு வீரர்கள் பள்ளிகளில் இருந்தே அடையாளம் காணப்பட்டு தேர்வு செய்யப்படுவார்கள். இப்படி தேர்வு செய்யப்படும் 8 முதல் 14 வயது வரையிலான அந்த வீரர்களுக்கு ஒலிம்பிக் போட்டிகளில் வெல்லும் அளவிற்கு உலகத்தரத்திலான பயிற்சிகள் வழங்கப்படும்.500 athletes with interest and talent in sports will be identified and selected right from schools. These selected athletes aged 8 to 14 will be given world-class coaching to the level of winning Olympic events.

தகுதி வாய்ந்த பாராலிம்பிக்ஸ் வீரர்கள் அடையாளம் காணப்பட்டு அவர்களுக்கு உலகத் தரத்திலான பயிற்சிகளும், நிதியுதவியும் வழங்கப்படும். மதுரை, சேலம், திருச்சியில் உலகத்தரத்திலான பாராலிம்பிக்ஸ் பயிற்சி மையங்கள் அமைக்கப்படும்.Eligible Paralympics athletes will be identified and given world-class coaching and financial assistance. World-class Paralympics training centres will be set up in Madurai, Salem and Tiruchi.

தமிழகத்தில் நீர் விளையாட்டுக்களுக்கென (Surfing, Kayaking, Wind-Surfing, Snorkelling,Scuba Diving) 10 கடல்சார் விளையாட்டு மையங்கள் அமைக்கப்படும். இந்த விளையாட்டு மையங்களில் பயிற்சி பெற கடலோர மீனவ இளைஞர்களுக்கு முன்னுரிமை வழங்கப்படும்.In Tamil Nadu, 10 marine sports centres will be set up for water sports (Surfing, Kayaking, Wind-Surfing, Snorkelling, Scuba Diving). Coastal fishing youth will be given priority to train at these sports centres.

5 ஏக்கருக்குக் குறைவாக நிலம் வைத்துள்ள விவசாயிகள் கூட்டுறவு வங்கிகளில் வாங்கியுள்ள பயிர்க்கடன்கள் முற்றிலுமாகத் தள்ளுபடி செய்யப்படும். 5 ஏக்கருக்கு மேல் நிலம் வைத்துள்ள விவசாயிகள் கூட்டுறவு வங்கிகளில் வாங்கியுள்ள பயிர்க்கடன்களில் 50 சதவிகிதம் தள்ளுபடி செய்யப்படும்.Crop loans taken from cooperative banks by farmers holding less than 5 acres of land will be waived in full. For farmers holding more than 5 acres, 50% of crop loans taken from cooperative banks will be waived.

சொந்தமாக விவசாய நிலம் வைத்துள்ள ஒவ்வொரு விவசாயிகளின் குடும்பத்திற்கும் விதைப்புக் கால நிதியுதவியாக ஆண்டுக்கு 15 ஆயிரம் ரூபாய் இரண்டு தவணைகளில்(ஜூலை – ஆகஸ்ட் பருவம், ஜனவரி–பிப்ரவரி பருவம்) வழங்கப்படும். விதைப்புக்கால செலவுகளை சமாளிப்பதற்கு இந்த நிதி உதவியாக இருக்கும்.Every family of farmers who own agricultural land will be given Rs 15,000 a year as sowing-season financial aid in two instalments (the July-August season and the January-February season). This fund will help meet sowing-season expenses.

குத்தகை விவசாயிகள் மற்றும் விவசாயக் கூலித் தொழிலாளர்களுக்கு, உழவர் உரிமம் அட்டை வழங்கப்படும் முறை அறிமுகப்படுத்தப்படும். இந்த உரிம அட்டை வைத்திருக்கும் உழவர்களுக்கு ஆண்டுக்கு 10 ஆயிரம் ரூபாய் உதவித் தொகை நேரடியாக அவர்களின் வங்கிக் கணக்கில் செலுத்தப்படும்.A system of issuing a farmer's licence card to tenant farmers and agricultural labourers will be introduced. Farmers holding this licence card will have Rs 10,000 a year in assistance paid directly into their bank accounts.

நெல்லுக்கு குவிண்டாலுக்கு 3500 ரூபாயும், கரும்பு டன் ஒன்றுக்கு 4500 ரூபாயும் குறைந்த பட்ச ஆதார விலையாக வழங்கப்படும். மஞ்சள், கரும்பு, நெல் மற்றும் கொப்பரைத் தேங்காய் உள்ளிட்டவற்றின் சந்தை விலையில் சரிவு ஏற்படும்போது, அந்த இழப்பையும் அரசு ஏற்றுக் கொள்ளும். ஆதாரவிலைத் தொகை மற்றும் சந்தை இழப்பீட்டுத் தொகை உள்ளிட்ட இந்த நிதி அனைத்தும் விவசாயிகளின் வங்கிக் கணக்கில் நேடியாக செலுத்தப்படும்.A minimum support price of Rs 3,500 per quintal for paddy and Rs 4,500 per tonne for sugarcane will be given. When the market price of turmeric, sugarcane, paddy, copra coconut and others falls, the government will bear that loss too. All these funds, including the support price amount and the market loss compensation, will be paid directly into farmers' bank accounts.

விவசாயிகளின் வருமானத்தை அதிகரிக்கும் ஆலோசனைகள், எளிமையாகச் சந்தைப்படுத்தும் வழிமுறைகள், விலை நிர்ணயம் தொடர்பான வழிகாட்டுதல் ஆகியவற்றைக் கண்டறிய விவசாயிகள் வருமான உயர்வு ஆணையம் அமைக்கப்படும். இது ஆண்டுதோறும் அரசுக்கு மேற்கண்டவை குறித்துப் பரிந்துரைகள் வழங்கும்.A Farmers' Income Enhancement Commission will be set up to identify advice for increasing farmers' income, simpler marketing methods, and guidance on price-setting. It will give the government recommendations on the above every year.

விவசாயிகளுக்குப் பயன்படும் வகையில், தமிழகம் முழுவதும் கூடுதல் வேளாண்-வானிலை அறிவியல் மையங்கள் (Agro-meteorological) அமைக்கப்படும். இதன்மூலம், மழைக்காலங்களில் பாதிக்கப்படும் பயிர்களின் இழப்பு துல்லியமாக கணக்கிடப்படும். அதன் அடிப்படையில் எடுக்கப்பட்டு பது விநியோகிக்கப்படும். வேளாண்மை நடைபெறும் நிலம் 100 சதவிகிதம் பயிர் காப்பீட்டில் கொண்டுவரப்படும்.To benefit farmers, additional agro-meteorological science centres will be set up across Tamil Nadu. Through this, the loss of crops affected during the rainy seasons will be calculated accurately, and compensation distributed on that basis. Land under cultivation will be brought under 100% crop insurance.

தேங்காய் விலையில் ஏற்படும் மாற்றங்கள் தென்னை விவசாயிகளைப் பாதிக்காதவகையில், கொப்பரைத் தேங்காய் ஆதார நிதி ஒதுக்கப்படும். கோவை, தஞ்சை, பொள்ளாச்சி, காங்கேயம் போன்ற இடங்களில் தேங்காய் உற்பத்தியாளர்கள் கூட்டுறவு சங்கத்தின் மூலம் கொப்பரைத் தேங்காய்கள் கொள்முதல் செய்யப்படும். அவற்றில் இருந்து அரசு அரவை ஆலைகள் மூலம் எண்ணெய் எடுக்கப்பட்டு பொது விநியோகத் திட்டத்தின் கீழ் விற்பனை செய்யப்படும். பச்சைத் தேங்காய்க்கு குறைந்தபட்ச ஆதார விலை (MSP) அறிமுகப்படுத்தவும், அதே நேரத்தில் கொப்பரைத் தேங்காய் (மிலிங் மற்றும் பால் கொப்பரை ஆகிய இரு வகைகளுக்கும்) விலை ஏற்ற இறக்கங்களில் இருந்து விவசாயிகளைப் பாதுகாக்கவும், அவர்களுக்கு லாபகரமான வருவாயை உறுதி செய்யவும், அதன் ஆதரவு விலையை உயர்த்த வேண்டும் என ஒன்றிய அரசிடம் வலுவாக வலியுறுத்தப்படும். மேலும், விவசாயிகளின் வருமானத்தை அதிகரிக்க நீரா, தேங்காய் எண்ணெய் போன்ற மதிப்பு கூட்டப்பட்ட பொருட்களை உருவாக்க 'தமிழ்நாடு தேங்காய் பதப்படுத்தும் கழகம்' (Tamil Nadu Coconut Processing Corporation) உருவாக்கப்படும்.So that changes in coconut prices do not harm coconut farmers, a copra coconut support fund will be allocated. In places like Coimbatore, Thanjavur, Pollachi and Kangeyam, copra coconuts will be procured through coconut producers' cooperative societies. From them, oil will be extracted at government mills and sold under the public distribution scheme. The Union government will be strongly urged to introduce a minimum support price (MSP) for fresh coconut, and at the same time to raise the support price of copra coconut (for both milling and milk-copra varieties) so as to protect farmers from price fluctuations and ensure profitable returns for them. Further, to increase farmers' income, a 'Tamil Nadu Coconut Processing Corporation' will be created to make value-added products such as neera and coconut oil.

தமிழ்நாட்டை இயற்கை விவசாயத்தில் முன்னணி மாநிலமாக மாற்ற கீழ்க்கண்ட நடவடிக்கைகள் எடுக்கப்படும். செயற்கை உர விவசாயத்தில் இருந்து இயற்கை விவசாயத்திற்கு மாறும் விவசாயிகளுக்கு முதல் மூன்று வருடங்களுக்கு மாதம் இரண்டாயிரம் ரூபாய் உதவித் தொகை வழங்கப்படும். இயற்கை முறையில் விளைவிக்கப்படும் பாரம்பரிய அரிசி வகைகள், மசாலாப் பொருட்கள், தேங்காய், மஞ்சள், வாழை ஆகியவற்றை சந்தைப்படுத்த புவிசார் குறீயிட்டை அடிப்படையாகக் கொண்ட தமிழ் இயல் என்னும் புதிய பிராண்ட் உருவாக்கப்படும். தஞ்சையில் நம்மாழ்வார் இயற்கை வேளாண் கல்லூரி அமைக்கப்படும்.The following steps will be taken to make Tamil Nadu a leading state in organic farming. Farmers shifting from chemical-fertiliser farming to organic farming will be given Rs 2,000 a month in assistance for the first three years. To market organically grown traditional rice varieties, spices, coconut, turmeric and banana, a new brand called Tamil Iyal, based on geographical indication, will be created. A Nammazhvar Organic Agriculture College will be set up in Thanjavur.

உழவர் உற்பத்தியாளர் அமைப்பில் இணையும் விவசாயிகளை ஊக்கப்படுத்தும் விதமாக 5000 ரூபாய் ஊக்கத்தொகை வழங்கப்படும்.To encourage farmers who join a Farmer Producer Organisation, an incentive of Rs 5,000 will be given.

இரண்டு ஏக்கருக்கும் குறைவாக விவசாய நிலம் வைத்துள்ள விவசாயிகளின் குழந்தைகளுக்கு கட்டணமில்லா உயர்கல்வி வழங்கப்படும்.Free higher education will be provided to the children of farmers who hold less than two acres of agricultural land.

நெல் மற்றும் கொள்முதல் செய்யப்படும் பிற விளைபொருட்கள் காய்கறிகள், உணவு தானியங்கள் மற்றும் நறுமணப் பொருட்கள் உட்பட அனைத்து கொள்முதல் நிலையங்கள், தொகுப்பு மையங்கள் (Cluster hubs) மற்றும் சேமிப்புக் கொள்கலன்களில் (Silos) முறையாக கையாளப்பட்டு பாதுகாக்கப்படும். இதன் மூலம் அறுவடைக்குப் பிந்தைய இழப்புகள் குறைக்கப்படும். துல்லியமான எடை போடுதல் மற்றும் சேமிப்புத் தரவுகள் முறையாக பராமரிக்கப்படும். அதேபோல கொள்முதல் நிலையங்களில் கொள்முதல் செய்வதற்கோ, மூட்டை ஏற்றி, இறக்கவோ ஒருபைசா கமிஷன் வாங்காமல் பார்த்துக்கொள்ளப்படும். அப்படி கமிஷன் வாங்குவது யாராக இருந்தாலும் கடும் நடவடிக்கை எடுக்கப்படும்.Paddy and other procured produce, including vegetables, food grains and spices, will be properly handled and protected at all procurement centres, cluster hubs and storage silos. Through this, post-harvest losses will be reduced. Accurate weighing and storage data will be properly maintained. Likewise, it will be ensured that not a single paisa of commission is taken for procuring, loading or unloading sacks at procurement centres. Whoever takes such a commission will face severe action.

மீன்பிடித் தடைக்கால நிவாரணத் தொகை 20 ஆயிரம் ரூபாயாக உயர்த்தப்படும். பாரம்பரிய முறையில் மீன்பிடித் தொழில் செய்யும் மீனவர்களுக்கு வடகிழக்குப் பருவ மழை நிவாரணத் தொகையாக 7000 ரூபாய் வழங்கப்படும்.The fishing-ban-period relief amount will be raised to Rs 20,000. Fishers who practise fishing in the traditional manner will be given Rs 7,000 as northeast monsoon relief.

Likewise, a tug-boat facility will be set up to rescue boats stalled at sea.

மீன்பிடி படகுகளுக்கான டீசல் மானியம் 1800 லிட்டரில் இருந்து 3600 லிட்டராக உயர்த்தப்படும். கூடுதலாக ஒரு லிட்டருக்கு 15 ரூபாய் மானியம் படகு உரிமையாளர் வங்கிக் கணக்கில் நேரடியாக வரவு வைக்கப்படும்.The diesel subsidy for fishing boats will be raised from 1,800 litres to 3,600 litres. In addition, a subsidy of Rs 15 per litre will be credited directly into the boat owner's bank account.

இந்தியாவிலேயே முதன்முறையாக இறால், மத்தி, அயிலா, கணவாய் ஆகிய மீன்களுக்கு குறைந்த பட்ச ஆதார விலை நிர்ணயம் செய்யப்படும். அதிகளவு இந்த மீன்கள் சந்தைக்கு வரும்போது ஏற்படும் விலைச்சரிவால் மீனவர்கள் பாதிக்கப்படுவதைத் தவிர்க்கும் பொருட்டு, பற்றாக்குறைத் தொகை மீனவர்களின் வங்கிக் கணக்கில் நேரடியாக வரவு வைக்கப்படும்.For the first time in India, a minimum support price will be fixed for prawn, sardine, mackerel and squid. To prevent fishers from being hurt by price falls when large quantities of these fish reach the market, the shortfall amount will be credited directly into fishers' bank accounts.

குடிசைகள் இல்லாத கடலோரங்களை உருவாக்குவதை உறுதி செய்யும் வகையில், கடலோர குடியிருப்புத் திட்டம் உருவாக்கப்படும். இந்தத் திட்டத்தின் கீழ், அமைக்கப்படும் வீடுகள் புயல், கடல் அரிப்பு, மோசமான வானிலை ஆகியவற்றை எதிர்கொள்ளும் தரத்தோடு அமைக்கப்படும். புயல் பாதிப்புகள் அதிகம் ஏற்படக்கூடிய நாகப்பட்டினம், கடலூர், இராமநாதபுரம், தூத்துக்குடி, கன்னியாகுமரி மாவட்ட மீனவ மக்களுக்கு இந்தத் திட்டத்தில் முன்னுரிமை வழங்கப்படும்.To ensure that coastlines are free of huts, a coastal housing scheme will be created. Under this scheme, the houses built will be constructed to a standard that withstands cyclones, sea erosion and severe weather. Fishing communities in Nagapattinam, Cuddalore, Ramanathapuram, Thoothukudi and Kanyakumari districts, which are highly prone to cyclone damage, will be given priority in this scheme.

Through this, mango producers will be protected from being affected by price falls in the local market. • To add value to coconut and coconut products, a coconut value-addition centre will be set up in the Kongu region.

But due to ecological degradation, the water resources, soil fertility and agricultural production of the Cauvery delta basin have faced enormous impact. To set this right, the following measures will be taken. • Rs 5000 crore will be allocated, and the condition of salinated groundwater in the Cauvery delta basin will be given special attention and rectified. Further, measures to raise the depleted groundwater level and measures such as soil fertility restoration will be addressed with separate attention. • To restore the Cauvery delta basin, an agricultural toxicology centre will be set up, and the impact caused by ecological degradation and chemicals in those areas will be studied and measures taken to rectify them.

For this, 10 straw refinery plants will be set up in Thanjavur and Tiruvarur districts, through which ethanol and gas will be produced. Through this, additional income will be made available to paddy farmers. Further, the straw refinery plants set up in this way will be managed by local farmer groups.

By 2031, all school classrooms in Tamil Nadu will be converted into smart classrooms.

Through this, Tamil Nadu will be made the number one state in the country in learning outcomes, and on par with developed countries.

கல்வியில் சிறந்து விளங்கும் சமூக மற்றும் பொருளாதார நிலைகளில் பின்தங்கிய குடும்பங்களைச் சேர்ந்த மாணவர்களுக்கென தமிழகம் முழுக்க 100 உன்னதப் பள்ளிகள் திறக்கப்படும். இப்பள்ளிகளில் 6-ம் வகுப்பு முதல் 12 ம் வகுப்பு வரை பயிலும் மாணவர்களுக்கு கல்வி, உணவு, உறைவிடம், பாடநூல், சீருடை ஆகியவை கட்டணமில்லாமல் வழங்கப்படும். இந்த 100 பள்ளிகளில் 50 பள்ளிகள் மாணவிகளுக்கென பிரத்தியேகமாக அமைக்கப்படும்.For students from socially and economically backward families who excel in education, 100 elite schools will be opened across Tamil Nadu. To identify students who abandon school education due to social and economic reasons and re-enrol them in schools, 1000 education coordinators will be appointed.

For this, a dedicated leadership training institute will be set up and continuous training will be provided to headmasters working across the state. Efforts will be made to urge the Union government to grant approval for the medical colleges. Thirty government arts and science colleges will be upgraded into autonomous colleges.

பள்ளிப்படிப்பை முடித்து அரசு கல்லூரியில் இணையும் ஒவ்வொரு அரசுப் பள்ளி மாணவருக்கும் கல்லூரிச் சேர்க்கை செலவுகளால் ஏற்படும் பொருளாதாரச் சுமையை குறைக்கும்வகையில் 8,000 ரூபாய் வழங்கப்படும்.To every government school student who completes schooling and joins a government college, Rs 8,000 will be provided to reduce the economic burden caused by college admission expenses.

உலகின் தலைசிறந்த முதல் 100 கல்வி நிலையங்களில் பயில்வதற்கு தகுதி பெறும் தமிழக மாணவர்களின் கல்வி மற்றும் வாழ்க்கைச் செலவுகளை அரசே ஏற்றுக்கொள்ளும். பதிலுக்கு அம்மாணவர்கள் தங்கள் பட்டப்படியை முடித்தபின் மூன்று ஆண்டுகளுக்கு அரசு ஆலோசகர்களாகவோ தமிழக் கல்வி நிலையங்களில் கௌரவ ஆசிரியர்களாகவோ தமிழ்நாட்டில் முதலீடு செய்யும் தொழில்முனைவோராகவோ செயல்படுவார்கள். இந்த அறிவுப் பரிமாற்றம் அடுத்தடுத்த தலைமுறை மாணவர்களை வழிநடத்த உதவியாய் இருக்கும்.The government itself will bear the education and living expenses of Tamil Nadu students who qualify to study at the world's top 100 educational institutions. In return, after completing their degree, those students will serve for three years as government advisors, as honorary teachers in Tamil Nadu educational institutions, or as entrepreneurs investing in Tamil Nadu. தமிழகம் முழுவதுமுள்ள ஐ.டி.ஐ.கள் நவீனமயமாக்கப்பட்டு புதிதாக Augmented Reality (AR), Virtual Reality (VR), செயற்கை நுண்ணறிவு (AI), Machine Learning (ML) ஆகிய பிரிவுகளின் கீழ் பாடத்திட்டங்கள் சேர்க்கப்படும். மாணவர்களின் தேவைக்கேற்ப புதிய ஐ.டி.ஐ.கள் திறக்கப்படும்.ITIs across Tamil Nadu will be modernised and courses will be newly added under the sections of Augmented Reality (AR), Virtual Reality (VR), artificial intelligence (AI) and Machine Learning (ML). New ITIs will be opened according to students' needs.

தமிழகத்தின் ஒவ்வொரு மாவட்டத்திலும் வளர்ந்துவரும் தொழில்நுட்பங்களுக்கான திறன் பயிற்சி மையங்கள் அமைக்கப்பட்டு செயற்கை நுண்ணறிவு, EV தொழில்நுட்பம், அனிமேஷன், க்ளவுட் கம்ப்யூட்டிங், சைபர் செக்யூரிட்டி போன்ற பிரிவுகளில் கட்டணமில்லா ஆறுமாத சான்றிதழ் படிப்புகள் பயிற்றுவிக்கப்படும். தமிழகத்தின் முன்னணி நிறுவனங்களில் இந்த சான்றிதழ் படிப்புகள் அடிப்படையில் மாணவர்கள் வேலைவாய்ப்பு பெறுவது உறுதி செய்யப்படும்.Skill training centres for emerging technologies will be set up in every district of Tamil Nadu, and free six-month certificate courses will be taught in sections such as artificial intelligence, EV technology, animation, cloud computing and cyber security. Under this plan, foreign investments will be attracted on a large scale. Memoranda of understanding will be signed with multinational companies, and products made domestically will be exported. In every SIPCOT industrial estate in Tamil Nadu, special divisions for export will be created.

To prevent this, 15000 crore rupees of state funds will be allocated to provide credit assistance to micro, small and medium enterprises in crisis. From this fund, loans will be given to micro, small and medium enterprises at 4 percent interest.

Through this, property-related problems of overseas Tamils will be resolved within six months.
