உலக கண்டென்ட் மையமாகத் தமிழ்நாடு; AVGC–XR கிரியேட்டிவ் பொருளாதாரம்Tamil Nadu as a global content hub; AVGC-XR creative economy

அனிமேஷன், விஷூவல் எஃபெக்ட், கேமிங் மற்றும் காமிக்ஸ் (AVGC) ஆகியவை ஒன்றிணைந்த Extended Reality (XR) என்ற பல்திறன் டிஜிட்டல் தொழில்நுட்பம் இன்று வளர்ந்துவரும் துறையாக இருக்கிறது. தமிழ்நாடு, இதில் குறிப்பிடத்தக்க ஆற்றலைக் கொண்டுள்ளது. த.வெ.க. அரசு தமிழகத்தை இதில் உலக அளவிலான படைப்பு மையமாக உயர்த்தும். நமது இளைஞர்களின் திறனை உலகளவில் கொண்டு செல்வோம், நமது பண்பாட்டுப் பெருமையை உலக அரங்கில் எடுத்துக்காட்டவும் இதற்கான பொருளாதாரத் திட்டங்கள் (Creative Economy Policy) வடிவமைக்கப்படும். தமிழ்நாட்டில் உருவாகும் படைப்புகளுக்கு மானியம் – சர்வதேச மற்றும் தேசிய நிறுவனங்கள் தமிழ்நாட்டிலிருந்து மேற்கொள்ளும் அனிமேஷன், கேமிங் மற்றும் திரைப்பட உருவாக்கம் ஆகியவற்றுக்கு அதன் திட்ட செலவிலிருந்து 25% தொகையை அரசு மானியமாக வழங்கும். படைப்பாளர் மையம் – 500 அரசுப்பள்ளிகளில் சிறப்புச் செயல்திறனோடு கூடிய கணினியோடு AVGC மையம் நிறுவப்படும். முறைசார் டிஜிட்டல் படைப்பாளர்கள் – யூடியூபர், பாட்காஸ்டர், டிஜிட்டல் கலைஞர் ஆகியோர் MSME போன்ற தொழில்சார் அடையாளத்துள் முறைப்படுத்தப்படுவார்கள். இதன்மூலம், அவர்கள் ஜிஎஸ்டி சலுகைகள், மருத்துவ காப்பீடு போன்ற அரசு பலன்களைப் பெறமுடியும். கேமிங் ஸ்டார்ட்அப் – கேமிங் ஸ்டார்ட்அப்–களை ஊக்குவிக்க motion-capture ஸ்டுடியோவுடன் கூடிய பயிற்சி மையங்கள் IP பாதுகாப்பு நிதி – தமிழ் டிஜிட்டல் படைப்பாளர்கள் தங்கள் படைப்புகளை பாதுகாக்க, உலகளவிலான காப்புரிமைகளைக் கொண்டிருக்க IP பாதுகாப்பு நிதி VFX ஸ்டுடியோகளுக்கு வரிவிலக்கு – தமிழ்நாட்டின் சிறு நகரங்களில் திறக்கப்படும் VFX ஸ்டுடியோக்களுக்கு ஐந்தாண்டு மாநில ஜிஎஸ்டி திரும்பத் தரப்படும்.Animation, Visual Effects, Gaming and Comics (AVGC) combined with Extended Reality (XR) form a versatile digital technology that is a fast-growing sector today. Tamil Nadu has notable capability in this. The TVK government will elevate Tamil Nadu into a global creative hub in this field. To take the talent of our youth to the world, and to showcase our cultural pride on the global stage, a Creative Economy Policy will be designed for this purpose. Subsidy for works created in Tamil Nadu - The government will provide as subsidy 25% of the project cost for animation, gaming and film production undertaken from Tamil Nadu by international and national organisations. Creators' centre - AVGC centres with high-performance computers will be set up in 500 government schools. Formalised digital creators - YouTubers, podcasters and digital artists will be formalised under a professional identity like MSME. Through this, they can obtain government benefits such as GST concessions and medical insurance. Gaming startup - Training centres with motion-capture studios to encourage gaming startups IP protection fund - An IP protection fund for Tamil digital creators to protect their works and hold worldwide copyrights GST refund for VFX studios - VFX studios opened in smaller towns of Tamil Nadu will be given a five-year state GST refund.
